Tesla FSD Romania: TAD approval status
Tesla Assisted Driving, TAD (FSD), used to be called FSD Supervised. Romania do not recognise the Dutch provisional approval. RAR say the Road Code blocks use on public roads. Owners have nothing to switch on.

Romania Tesla FSD: is TAD available right now?
No.
RAR Technical Director Cristian Bucur wrote that the Dutch provisional approval is not recognised in Romania. Vehicles with the system cannot be used on public roads under the current Road Code.
So the tracker says Provisional Dutch Approval Not Recognised.
Who decides in Romania
RAR, the Registrul Auto Român, are the vehicle approval authority. My regulators page lists office@rarom.ro, and di@rarom.ro for testing and ADAS validation.
The Road Code barrier sits with traffic law, not only homologation. RAR have flagged that to the Ministry of Transport and Infrastructure and the Ministry of Internal Affairs.
Any change that lets drivers release the wheel would need Parliament or a Government initiative. That's a separate job from recognising the Dutch file. So even an FSD approval Romania give through recognition would still leave the wheel problem.

What changes for owners
Nothing you can use legally on public roads.
RAR treat installing the system as a structural modification that is not legal while the approval remains unrecognised.

You stay responsible for the car. TAD (FSD) is driver assistance.
How Romania could vote at the TCMV
Romania have not published a TCMV voting position.
The RAR letter is about national recognition and the Road Code, not a committee vote. Even an EU-wide Commission act would still leave the steering-wheel ban to Romanian law.
I think the Road Code is a harder problem for owners than the dossier review. That's my read of Bucur's letter, not a prediction of how Bucharest will vote.
December 2026 at the earliest for a TCMV vote.

Yes. TAD (FSD) is driver assistance, so you are responsible at all times.
