France Still Awaiting EU Technical Committee Decision on Tesla FSD

As of early June 2026, Tesla FSD Supervised remains unavailable for customer use on French roads. Unlike the Netherlands, Lithuania, and Estonia, France has not granted approval or mutual recognition of the Dutch provisional type approval.

France's Official Position

The French vehicle approval authority, CNRV (Centre National de Réception des Véhicules), has made it clear that it will not authorise FSD Supervised until the outcome of the EU-level review is known.

According to responses sent to Tesla owners in France, the authority considers the Dutch approval a provisional, Netherlands-specific decision under Article 39 of EU Regulation 2018/858. It does not view this as a full European type approval.

France is therefore waiting for the Technical Committee on Motor Vehicles (TCMV) - the EU body responsible for reviewing the Dutch dossier - to complete its process before making a national decision.

Why the Delay?

French regulators have raised concerns that FSD Supervised does not fully align with current UN Regulation No. 171 expectations, particularly regarding system-initiated manoeuvres in urban environments. They want to review the full safety data package through the central EU process rather than acting independently.

This cautious approach is consistent with France's position on other advanced driver assistance systems and reflects a preference for harmonised EU rules over unilateral national approvals.
