Portugal Following EU Regulatory Developments on Tesla FSD
As of early June 2026, Tesla FSD Supervised remains unavailable for customer use on Portuguese roads. Portugal has not yet issued a public approval or recognition of the Dutch provisional type approval.
Portugal’s Current Position
Recent correspondence from the IMT (Instituto da Mobilidade e dos Transportes) provides the clearest public insight yet into Portugal’s approach. In an April 16, 2026 reply to a Tesla owner, João Jesus Caetano wrote:
“Good morning, [redacted]. Thank you for sharing your thoughts. I can assure you that the IMT is closely following the regulatory developments in Europe, has been meeting with relevant stakeholders, and has already submitted proposals to the Government regarding autonomous vehicles.
Best regards,
João Jesus Caetano”
This statement confirms that the Portuguese regulator is not idle. The IMT is actively tracking EU-level work on autonomous vehicles, engaging with stakeholders, and has already put forward formal proposals to the national Government.

Why the Lack of Public Approval So Far?
Like several other EU member states, Portugal appears to be taking a measured approach. Rather than moving unilaterally, the IMT is prioritising coordination with European regulatory developments. This cautious stance is common among larger markets that prefer harmonised rules over fragmented national approvals.
The reply also highlights ongoing internal work: meetings with stakeholders and proposals already submitted to the Government. These steps suggest Portugal is preparing for eventual implementation once the EU framework is clearer.
Next Steps
Progress in Portugal is likely to be closely tied to outcomes at the EU Technical Committee on Motor Vehicles (TCMV). If the Dutch provisional approval receives broader support at EU level, Portugal is well positioned to move forward quickly given the preparatory work already underway.
